Overview of the Michigan Data Center Approval
On December 18, 2025, the Michigan Public Service Commission approved DTE Energy Co.’s request to power a new 1.4-gigawatt data center in Saline Township, developed by Oracle and OpenAI. This facility, named ‘The Barn,’ will occupy 250 acres and include three expansive single-story buildings, each 550,000 square feet. Construction is set to commence in early 2026, leveraging existing transmission infrastructure enhanced by developer-funded battery storage.
Financial Dynamics and Contractual Obligations
The financial structure of this project raises questions. Oracle and OpenAI will shoulder upfront collateral and cover all project costs, which include minimum monthly charges and termination fees. This arrangement ensures they are the first to lose power during grid emergencies, a move designed to safeguard residential customers. DTE Energy’s contracts are positioned as protective, yet the reality is they serve to minimize risk for the utility while shifting burden onto tech giants.
Job Creation and Economic Incentives
The project claims to generate over 2,500 construction jobs and 450 operational positions, along with an additional 1,500 jobs county-wide. This aligns with tax incentives provided by the state for data centers investing over $250 million, which exempt equipment from sales and use taxes. While these figures sound promising, they mask the broader implications of such substantial investments in energy-intensive infrastructure.
Public Opposition and Energy Concerns
Local opposition surfaced during the approval process, with residents expressing fears about energy demands potentially overwhelming the grid. Critics highlight that the data center’s energy consumption could rival that of entire cities. Despite assurances from regulators regarding grid stability and energy efficiency, the tension reflects a growing unease about the rapid proliferation of data centers across the U.S. and their environmental impact.
OpenAI’s Stargate Initiative
This data center is part of OpenAI’s Stargate initiative, which envisions over 8 gigawatts of U.S. capacity and more than $450 billion in investments over three years. With a 4.5-gigawatt rental agreement with Oracle for dedicated AI compute power, this project represents a significant expansion of OpenAI’s infrastructure ambitions. However, the long-term viability of such expansive projects remains questionable amid rising public scrutiny.
